Emergency help needed

My adult daughter was in an accident and I have legal power of attorney to handle her affairs. But I can't figure out how to contact the proper person at Microsoft so that I can provide them with whatever other proof they need in order to change her Hotmail password and gain access to her emails. Microsoft does not seem to have an emergency contact for such situations. Any suggestions would be greatly appreciated.
